How am I supposed to know? Don't leave it in the first place and then nobody has to clean up after other people. Pack it in, pack it out is the ethic I was tough. Another way of putting it - take only photos, leave only footprints. You take excellent photos, btw. I just can't fathom how an otherwise incredibly responsible trail user could advocate leaving a bag full of crap on the side of the trail. Clearly, people see that others leave their bag-o-poop and think it is OK since as they must assume someone is cleaning up after them. <br /><br />Once again, I equate this with littering, even the person who leaves it temporarily and does pick the bag up. Where else is it considered OK to litter, even temporarily? I always say hello when I pass them and they always say hello back. <br /><br />It bears repeating that many dog owners did request additional enforcement of existing rules. I have heard that the enforcement officers get treated pretty badly, in general. Try to put yourselves in their shoes. To the person who relayed the story in the post - to plead ignorance or confusion about the rules is not a legitimate excuse to have your dogs off leash in the wrong place. I find it hard to believe that a 30 year trail user didn't know that the sign that says on leash actually means that your dog must be on a leash. IHS could certainly make a recommendation that enforcement funds could be better utilized by focusing on park surveillance when there are actually people in the park and determine better ways to utilize the funds that would benefit Boise City. At a minimum, it is irresponsible management. During the winter, IHS personal would sit in their vehicle at the park across from my home for over an hour. This is at at time when the temperature was below 32 degrees and there were no people in the park. I approached the vehicle, one person was reading a book and the other was just sitting. When asked about the use of there time, the make was very abrasive. Have you thought about what that person might be thinking about the person that left it? I, along with others, don't like seeing trash on the trails. It is litter, plain and simple, and people should carry it until they find an appropriate place to leave it.<br /><br />I applaud your efforts to clean up after people - thank you. But I think you are setting a double standard and a bad example by leaving a poop bag on the side of the trail, even if you fully intend to pick it up on the way back. <br /><br />Please, think of what other, non-dog owners (or anyone else for that matter), might think when they see that bag. I think it reflects poorly on dog owners in general as lazy people not willing to clean up after their dogs and is a habit that needs to be treated just like not picking up your dog's poop.<br /><br />I'm a dog owner and would prefer to not have to carry a bag of crap on my walks, but its part of the responsibility. Maybe this is my problem, but I can't stand seeing little green bags of poop on the side of the trail, and most that I see have obviously left and forgotten. <br /><br />I think the practice of leaving the little poop bag for later needs to end. Ridge to Rivers could make this less of a problem by 1) requiring leashes for the first 1/4 mile (or more) of trail and 2) having a trash can at the place where it is legal to remove the leashes. I've always thought this would be an effective way of dealing with the poop issue AND the leash issue. It would keep dogs under control in the places where they are most likely to come in contact with other, high energy dogs (at and near the trailhead), it would keep dogs on leash and close to their owners when they are most likely to poop, and it would provide the owner with an appropriate place to deposit the bag.<br /><br />Leaving trash on the side of the trail, even if you *intend* to pick it up on your return, is still littering, in my book...mattnoreply@blogger.com
